The view you have taken of your instructions is the correct one. however, meanwhile support the negotiations of the Americans and Pauling's. Our attitude, if we are obliged to intervene, should be that we regard as reasonable the Japanese request for conditions which will protect the South Manchurian Railway from competition which would be injurious to its interests.
